[edk2-devel] [PATCH] UefiCpuPkg CpuCommonFeaturesLib: Enhance Ppin code

Enhance Ppin code to enable and unlock for TRUE State,
and disable and lock for FALSE State.
Note: enable and lock could not be set both.
