Binary Shell can still be got from https://github.com/tianocore/edk2/tree/edk2-stable201903/ShellBinPkg/UefiShell/X64

For next stable tag, Binary Shell will be uploaded into https://github.com/tianocore/edk2/releases tag.

does that mean, that SHELL.EFI from a trusted source is currently unavailable

for the industry?
