Actually, it fails with

/home/ard/build/edk2-platforms/Platform/Socionext/DeveloperBox/DeveloperBox.dsc(116):
error FFFD: "Must enable TLS to support HTTPS, or allow unsecured HTTP
connection, if NETWORK_HTTP_BOOT_ENABLE is set to TRUE!"

*unless* you set NETWORK_TLS_ENABLE to TRUE, in which case it fails
with the file-not-found error above.
