The following PPI and Protocols have moved to IntelSiliconPkg. The
remaining definitions in TigerlakeSiliconPkg are removed and libs/
modules that need to reference IntelSiliconPkg are updated.
1. gPchSpiProtocolGuid
2. gPchSmmSpiProtocolGuid
3. gPchSpiPpiGuid
