[edk2-devel] [edk2-platforms PATCH 1/1] Readme.md: Refer users to the Arm GNU-A Downloads page for toolchains

Arm now provides the latest gcc toolchains for aarch64 and arm: the
Linaro page that was linked to no longer exists.
