[EnMasse] EnMasse 0.31.2 RC1 available

It was necessary to build a new RC with the following additional
change to resolve a GitHub Action problem (related to a Go
installation) that prevented production of the release build;

I repeated my testing:

My testing was:

* Installed from YAML bundle on CRC (1.7.0/4.3.1)
* Created a standard address space with addresses
* Sent messages to/from those addresses
* Kicked the tyres in the Console.

I intent to to push out 0.31.2 release build next.
