Outcome of first EPEL votes: Rebuild, Repotag and fedora-usermgmt

This is the report on the outcome of the EPEL votings to date. The
one that passed needs a ratification by fesco (details are on
http://fedoraproject.org/wiki/EPEL/SteeringCommittee/Voting):

1) Rebuild of EPEL5

   Topic: The packages currently in EPEL5 got build against RHEL5beta1; the plan
          is to rebuild them against RHEL5. The question is: how?

   Winning option: Simply delete the current repo and rebuild all packages

2) Introduction of a repotag

   Topic: Should EPEL carry a repotag? If yes, the technical details
          will be delegated to the Packaging Committee.

   Vote turned down

3) Vetoing fedora-usermgmt until FPC makes a decision

   Topic: Packages should not use fedora-usermgmt or other
          non-standard useradd replacements.

   Vote turned down

fesco needs to ratify the outcome of vote 1) above, the turned down
votes don't need any ratification of course.
