EPEL 4 and 5 branches for fping

Okay, so I actually read the wiki pages, and opened a bug, put in the 
proper branch request stuff, etc. Only now that I think about it, I 
forgot to include in the request that I should be the EPEL maintainer. 
D'oh. Guess I'd better go fix that now, and everyone can just continue 
to ignore my emails... :)
