I am not sure that it counts a lot, but I agree that this is a very good
idea. It seems to me that the signatories should also give some
information about how to search whether a package exists, by giving the
address of the rpms, srpms ftp sites, informations about where the version 
control system is when such a thing exists and also provides a way to
contact the project, and, when possibile the address of the most
relevant mailing list and also maybe the bugzilla for packaging bugs if
it exists. And any other information I would have forgotten.

I don't think that agreeing to the proposal should be seen as binding
for all the members of the project, but more what is the general consent
in the project. What I want to say here is that if a contributor dislikes 
the other repos and don't want to cooperate with them we shouldn't force
him but still try collectively to work with other repos (and try to
convince the ones who don't want to cooperate).
