Bringing new package is the usual way, but not the only one. It should
be sufficient to show the knowledge of the guidelines and the processes
to a trusted maintainer/sponsor. This is in compliance with
https://fedoraproject.org/wiki/PackageMaintainers/HowToGetSponsored
