Missing package xen-devel?

I wonder is the xen-devel package missing in EPEL or in the
builders at the moment?

Here is my build which is failing:

The root.log says:

  DEBUG util.py:256:  No Package Found for xen-devel

It existed on RHEL 5.3, and on RHEL 5.4:
