EPEL built against RHEL or CentOS?

There is no change, EPEL has always been built against RHEL,  we used plague 
until koji supported external repos. the move to koji happened then.  apache 
on the rhel mirror prevents access to rhel bits from outside of fedora so we 
dont make the bits public.
