building packages for mirrormanager

turns out I also need shapelib built for EL-6.  Koji gave me an odd
error though - something about a duplicate package already built. -
oh, there's no dist tag.  Duh.  

lucilanga, I've never touched shapelib.  Care to build it in EL-6 and
let me know?
