Update Information:

This update fixes mangling of non-ASCII output filenames:

$ touch 中文.html
$ tidyp -f 中文.html.stderr -output 中文.html.stdout 中文.html
$ ls

Actual results:
中??!.html.stdout  中文.html  中文.html.stderr

Expected results:
中文.html.stdout  中文.html  中文.html.stderr

The update fixes this problem.
