[et-mgmt-tools] Cobbler/koan & EPEL

I've just submitted Cobbler and koan to EPEL for EL-4 and EL-5.   This 
will make Cobbler and koan easier to install on those
platforms and eliminate the need to build it (and dependencies) yourself 
for stable releases.

These will stay in sync with the versions pushed to FC-6, FC-7, etc (aka 
"stable versions").
