I'm not sure what you mean by that. virt-manager doesn't look for any
keymaps in either /usr/share/qemu or /usr/share/kvm. The qemu binary
itself is responsible for finding its approprate keymaps.

Yep, that's a bug not reporting failures when starting from the popup menu.
It should use the same error reporting as the main toolbar buttons. Please
file a BZ about it.
