hmmm i did

cp rpm to /repo/foo/1 (/repo/foo/1 was the resultant dir of a cobbler 
repo add)
createrepo /repo/foo/1
cobbler reposync

the result of this was that the rpm was now present and available to 
install using yum from /repo/foo/1

so it seems to work -
