What happens if the bug they want to file is
"Fedora kernel doesn't boot" ?
Before you answer "we could make exceptions for that case", we've had
scenarios like the one I describe where 3rd party modules prevent booting
due to busted initrds. The kernel the user is running is not necessarily
the one they're having problems with.
