Here's a summary of the fedora board election thread:

rh seats:
 - appointed/suggested by current seated rh members.
 - same replacement timelines as community.
 
elections:
 - stagger - half the board at a time every year
 - no limitations on number of terms
 - voted on by contributors
 - should be kept as a secret ballot but verify the user.

problems:
 - problems with members should be brought to the Project Lead
