That definition fails.  And it fails completely.  If it is a Third party
repository, you cannot control what other software is put in it.

If you _can_ control what else gets put into it, then it's not really a
Third party repo.

third party in this case = not owned/controlled by Red Hat.
It is/will-be run by a group of trusted fedora contributors who agree to abide by whatever rules are required.

If that's not good enough, well, bummer.
