CLA requirements

My strawman guess - a work covered by copyright law.

The CLA exists for legal purposes. There are probably situations  
where CLA completion has been incorrectly set as a prerequisite for  
participation, in areas of Fedora where having a clear license is not  
really necessary.

Yea, the CLA process itself can be hairy, and fixing it probably just  
requires someone to think about the user experience a little. Right  
now there is an obscure set of instructions locked away behind two or  
three links. We really need a 'get involved in Fedora' wizard that  
walks the user through all the steps sequentially, from signing up  
for an account through the CLA to applying for the relevant groups.

On the other hand, the basic process is sound and verifies people's e- 
mail address anyways, which is a good thing if we're giving them CVS  
access or sending them T-shirts or whatever.

Steps like 'adding to EditGroup' are totally separate from the CLA,  
and can be automated if someone takes the time to write the scripts.  
It just needs work.
