While they could work on related projects, a stipulation for the SoC students 
is that they must work on their particular project alone.  If we want them to 
work on a project that closely connects to something larger, we'll have to 
set aside a dedicated slice of that project for the SoC student.

I would consider that a reasonable expectation on any project.  The work will 
need to be documented in order to show progress and completion as part of the 
SoC program, anyway.

Both of these points tie back to accountability for the coders and usability 
for the rest of the project.  That's a very important part of both the intern 
and SoC programs, and I don't see either succeeding without adequately 
addressing these concerns.
