My reaction: generating a team of devoted folks is not as hard as people
think. Basically: find all of the people who have knowledge and a desire
to help, find a time when everyone can meet on IRC, and have a meeting.
Identify some critical path work items, have people volunteer, track the
status (very simply) on the wiki, and then have another meeting. Even if
it's only three or four people, three or four committed people can do a
hell of a lot of good work -- and more importantly, can provide a great
foundation for other people to do work.
The leader is basically the person who has the guts to call the meeting,
chases down people when they don't attend or don't do what they promised,
thanks people profusely who do awesome stuff, and takes all the credit
when all the other people do kick-ass stuff. :)
