We spoke about this briefly at the last meeting.

I really think that we ought to model our requirements more along the
lines of mozillas video contest:
"For initial consideration, you will need to upload a compressed, half-
NTSC-resolution, full frame rate MPEG-4 video for entry into the
contest. A QuickTime-compatible format for the Web version is preferred.
Media uploaded should be less than 10 MB in size. When your entry is
accepted, you will receive a confirmation email with instructions for
mailing the full-size media to Mozilla."

Thats very specific, as to resolution, frame rate, format.
Now keep in  mind, the 10MB upload limit is for 30 seconds. (the
parameters for the mozilla contest. Having people keep the high res
version on their own system and sending a smaller one to keep our
storage needs down makes sense.
