[Ambassadors] Fedora Country Spokesman

I've a proposal that consist in the creation of a sub-project of
Fedora Ambassador:  Fedora Country Spokesman.

FCS would be an Ambassador with some skills in writing (in his
language) and a good proficency talking with other. He also would be
able to work strictly with Marketing and Documentation Project,
providing to the media fc release notes, press release etc...
Every month he would have to write a report of country's ambassador
activity and reporting the fedora presence in the country and, yes, in
the media.

It's an idea, what do you think ?
