When the development freeze happens, the results of the testing being 
done would determine whether we ship the release according to the 
schedule or delay it further to fix bugs. In the last board meeting 
(http://fedoraproject.org/wiki/Board), the expectation is that we would 
be on time but there is no way to predict that in advance. The schedule 
is just a way to set to milestones. This applies for every release.
