There's a story that the former governor of the US state New Mexico was
on the phone with the IRS (US tax authority).  The person on the other
end wouldn't believe that he was a governor of a State in the Union,
because "Mexico is a foreign country."

Can't find any references to the urban legend status of that story. :)
