"The West Bengal government is planning to set up a centre of
excellence in developing applications based on open source software,
which has emerged as a threat to proprietary operating systems like
Microsoft Corp's Windows.

The government has finished the first round of discussions with IBM
and Red Hat Linux on the proposed centre of excellence, which will be
the first in India involving a state government. "
