Yes, I know what the URL is.  I just thought it might be worthwhile to 
discuss this on the actual mailing list, since we only have today to hash 
out the details.  From the process document on the page you cite:

"4. Drafts can be worked on here on the Wiki, via direct email, or 
whatever method the collaborators choose."

So I'm hereby proposing some text for the draft of the talking points.  :)
