[Ambassadors] FrOSCon budget and planning

Thanks Max!

I updated the wiki a bit.

We know where the posters are and how to get them. We need someone to
bring them to FrOSCon, tho (after we sent them to that person).

Robert Albrecht has a XO as far as we know. He's following this list,
I'm sure he'll tell us if that's true or not soon-ish.

For accomodation: According to the event's wiki[1] it'd be possible to
stay at the university (where the event is taking place) over night.
There's no price and no details yet. But I'm positive, that this would
be the cheapest way to sleep there. I figure it won't be the most
comfortable thing, too - but it's only for one night and the way from
your bed to the booth couldn't be shorter.

As for my attendance, I wouldn't like to see our budget spent in my
travel costs. There's enough ambassadors who'll attent FrOSCon without
me and you better spend the budget in give-aways :)
