Fedora Artwork is interested to hear KDE and other desktop environment
users feedbacks about Echo icon theme. echo-icon-theme is available on
Rawhide as default and can be installed with this command:

yum --enablerepo=development install echo-icon-theme

Fedora Artwork is also discussing about making a new theme for Fedora
Core 7 that can be later used by KDE artists. Here is the details:
