We were wrong. At least, I was wrong to say that we actually need a
22x22 folder. So this is not a kde bug. But still, I see another kde
bug. I explained in #217832

Yes, I know David. however when I talked about resize, I was also
thinking to learn new thing s from fedora-artists new techniques about
automated scaling techniques :)

Now, we have a new step/direction to consider.
