[fedora-astronomy] Proas package (in rpmfusion)

Hi' I have packaged proas, a program used to plan astronomical
observations. Sadly it depends in pgplot so it maust go to rpmfusion.

If anyone here happens to be a rpmfusion reviewer it wolud be great to
have a look on it:
