Explicit signals via a 'make build'. Users can pass a variable to build
in a scratch destination. 'make build' signals the build system to
attempt to check out the current n-v-r from CVS (in general, you
need to do 'make tag' before 'make build'), and build in the
default location for that branch of CVS.
