I reviewed this and I'm not happy with the way this fixes it.  Instead I 
wanted to track down how duplicate packages are getting into the transaction 
set.

So I did some tests and found that in depsolving I wasn't reducing the list of 
dep resolvers to just the newest packages.

This change set corrects that by creating a package sack for the list of 
resolvers, then gets the newest one out of that sack to be added to the over 
all transaction set.

I'll be releasing an update to Fedora 7 that includes this change set.
