proposal to remove the "Start Here" icon

What about removing the GNOME-start -> "System Config" instead and place
"Start Here" in that menu? It is frustrating for a new user to see the
admin options, that they have no rights to enter.

Maby then put the system tools in the same menu?

A little Menu cleanup is in order.
