I had struggled for a long time to get either Bootsplash or the newer
FBSplash to work with Fedora distributions, ever since Fedora Core 1.
I was only successful with Core 1 using a 2.4 kernel, and for a short
period of time, at that. I remember having trouble getting the
userspace tools to work correctly and for some reason the theme's
paths were not being seen some times (I actually had a
/usr/share/bootsplash/default theme which was actually symlink to
several other themes, and a script executed in init 6 or 0, would
change that to a different directory [other than default, of course]).

As you point out, fbsplash or bootsplash would be lighter than a whole
X session, and they also allow the use of pixmaps, animations and
whatnot to be used directly on VC1.
