It's the right list in theory.

In practise since much of the people doing the work are on the art list,
CC-ing them is required to get results and valuable input. Especially if
you're talking icons and colours.

(Conversely a lot of things that happen on the art list should be CC-ed
there. Yes I know our organisation sucks.)
