Japanese Font Antialiasing - Where did it go?

It's a fontconfig bug, but hard to fix without updating to devel
code, so I've worked around it for the fonts we ship.

The package with the fix had been sitting around for a month because
of some problems I encountered before with Perl include paths
and the documentation; I've thrown it into the build system again and
hopefully it will build this time.
