Interesting observation. But the solution you've come up is one that
has been covered before. It's used by fedora.us, and Axel calls it a
"kludge".

  rh73 < rh80 < rh90 < 0.94 < 1
  rh73 < rh80 < rh90 < 1

Whether you add something after the 0.94 (or 1), doesn't matter.
