Yes, most certainly, but you do see the chicken-and-egg problem?
Better to not depend on the order of the packages installed.

(OT: Unfortunately all current rpm versions still have the "random
failure modes" you refer to, even in severn2. This is probably the
reason for rpm not making it to errata. Unfortunately the bug is very
difficult to reproduce, usually happens during large updates).
