This is an arp poisoning preventive measure. The average person may not need it.
But if you have a machine in a hostile environment like an ISP you may very well
want it. People that know they need to do this put something in the rc.local
script which work, but is not ideal.

This might also be useful for people that have a wireless connection and want to
lock down access just to approved machines.
