RFC: Tripwire name change

As the  package  maintainer  for  Tripwire,  I  have  stumbled  onto  a
(seemingly) insoluble problem, which can only be addressed by  changing
the package name of Tripwire from "tripwire" to "Tripwire".

Rather than repeat the whole story verbatim, I simply refer you to  the
