Fedora build system

Does the amazing beast known as the Fedora Build System exist yet?  If so,
where does one find it?  Fedora's Package Submission QAPolicy states:

[...]
Release Manager does ...

   1. Send SRPM to build system.
   2. Send resulting SRPM and RPMS to signing server.
   3. Sign
   4. Post candidate builds
   5. Change bug status to RESOLVED PENDING
[...]

I don't know where to find this build system.  I have only found an
email from Warren to fedora-devel dated Nov 18, 2003 laying out the
architecture of the system.

Could someone clarify this portion of the release procedure?
