Missing %defattr in xfsprogs

Hi,

I just noticed with a "yum update" I did today that xfsprogs is missing
%defattr entries for both the main and devel packages, thus I got warnings
about the "bhcompile" user not existing.

Furthermore... there is no "xfsprogs" component for FC in bugzilla yet for
me to file this minor bug under ;-)
