Directories not owned by package

Unfortunately this is true and the bugreports are ignored for years :(

There has not been very much changed (at least in a positive manner) in
relation to RH7.3.

Therefore, strict policies (like the fedora.us ones) are required so
that such broken packages can be rejected.
