It is easy to improperly package CPAN modules but at the same time CPAN
modules are standardized enough so that they can follow a certain
formula. Automatic packaging of CPAN can be fine for most users if they
need a certain module and a package does not already exist, but before
that module is included in any repository it should be manually cleaned
up, described properly and tested.
