outdated packages in rawhide

Util-linux 2.12 adds built-in support for encrypted loopback filesystems.
Along with the 2.6 kernel, which contains cryptoloop, upgrading to
util-linux 2.12 would fix several bugzilla bugs related to
creating/mounting cryptoloop volumes.
