I just installed the mozilla-1.6 RPMS from Rawhide and I am able to 
browse https sites just fine.

Are you sure you have the mozilla-nss package installed?  That is 
necessary for SSL.

mozilla-psm was not distributed in RH for a quite a while now... it has 
always been mozilla-nss recently.
