That seems quite straight forward. Establish which binaries got updated
by the latest build, add them to the files section of a SPEC file and
build the (patch) rpm. (You do the actual build before the packaging
(patch rpm "building").)

If the new binaries are created by patching an existing build tree -
instead of rebuilding the whole rpm in which case you have to write some
logic to establish which files will be affected by the applied patch(es)
- you can select them on their time stamp.
